Russian Foreign Minister Sergey Lavrov said on Friday that a branch of ISIS (Daesh) terror group seeks to undermine the Taliban government in Kabul and use Afghanistan as a base to expand "terrorist activity" into Central Asia and Russia.

Speaking at a joint conference of the Collective Security Treaty Organisation, the Commonwealth of Independent States, and the Shanghai Cooperation Organization on security in Central Asia and Afghanistan in Moscow, Lavrov said "terrorist and extremist groups" maintain a significant presence in Afghanistan’s border areas near Tajikistan, Turkmenistan and Uzbekistan, including training camps and strongholds.

He alleged that militants were attempting to enter Central Asian countries, sometimes posing as refugees or tourists, and warned of attempts to smuggle weapons and drugs from Afghanistan through the region into Russia.

Lavrov called for Russia and its Central Asian partners to strengthen their coordinated response to security threats, including through regional organizations and cooperation with Afghanistan’s Taliban authorities.

He said Moscow considered engagement with the Taliban government necessary, and that Russia supported efforts to integrate Afghanistan into regional economic processes and provide economic and humanitarian assistance.
