Chancellor of the Exchequer John Healey has backed plans for a third runway at Heathrow, setting up a possible Downing Street clash with Prime Minister Andy Burnham.

Speaking to reporters at the International Monetary Fund’s annual meetings in Bangkok the chancellor made his support for the project clear, saying “the case for a third runway at Heathrow has always been a case for growth.”Burnham has refused to state whether he would back expansion of the UK’s premier airport, arguing that “it’s a matter for London and Londoners,” and that he is “open minded” about the £49 billion ($65 billion) plan.

Healey is backing the current scheme and voted for the third runway in a parliamentary vote on new capacity in 2018. Their contrasting positions are the first sign of potential tensions between the chancellor and his more illustrious neighbor at 10 Downing Street.

Approving a third runway at Heathrow was the centerpiece of former Chancellor Rachel Reeves’ plan for growth and investment. She committed to the long-awaited, much debated project in January last year when Keir Starmer was prime minister. She said at the time she wanted planning to be “signed off” before the next election, due on 2029.
