TOKYO -- Japan's Foreign Ministry aims to have parliament approve an economic partnership agreement with Bangladesh during the current legislative session, helping to deepen cooperation between the two countries and serve as a counterweight to China's growing presence.
The ministry provided Bangladesh with tariff-related expertise in drafting what is the country's first economic partnership agreement.
Buoyed by continuing economic growth, Bangladesh is expected to graduate late next month from least developed country (LDC) status, which exempts its exports to developed countries from tariffs. The economic pact is seen cushioning the impact of tariffs that would be imposed after the designation is removed.
The countries signed the economic partnership agreement in February. It will take effect once domestic procedures, such as parliamentary approval, are completed and each side has notified the other. This could take place as soon as the first half of 2027.
Once the agreement comes into force, tariffs on automobile engines and tires exported from Japan to Bangladesh will be eliminated within 15 years. Passenger vehicles from Japan will be guaranteed treatment on par with other countries in the future.
Tariffs will be eliminated on textile products imported by Japan, helping to prevent price increases for clothing after Bangladesh graduates from LDC status.
The Japanese government assisted Bangladesh in drafting the economic agreement with an eye toward reducing the risk of the country entering unfavorable agreements in the future.
In addition to negotiations on the sectors in which tariffs would be reduced, as well as the items to be protected, Japan outlined the economic effects and risks associated with each provision. It also laid out the domestic legal framework that would be necessary.
Bangladesh's first EPA is likely to serve as a basis for negotiations with other countries. As China seeks to deepen its relationship with Bangladesh, the economic pact with Japan is seen helping set an example in terms of trade rules.
With China as Bangladesh's largest source of imports, their economic ties are strong. Bangladesh has sought cooperation in security and infrastructure development since the end of the India-friendly Hasina government in 2024.
"China will create economic agreements favorable to its own interests," said a senior Japanese Foreign Ministry official.
Japan has a history of hammering out economic agreements, including the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Tapping this extensive experience, Japan aims to assist Bangladesh's development, deepen economic ties with the country and curb China's influence.
