It’s a historic mistake and a big tragedy.”Mr. Zelensky’s comments capped a week of rising tensions between Kyiv and Washington that began with President Trump’s Oct. 9 announcement that he had brokered a deal to buy Russian diesel fuel, in a bid to lower gas prices before the U.S. midterm elections.

The Ukrainian military first reported the restrictions on Wednesday morning, saying they had disrupted operations at the front and endangered the country’s air defense capabilities. Kyiv has since contacted the Pentagon and SpaceX for answers, but said neither had responded. Some disruptions to the service persisted as of Saturday evening, according to Ukrainian officials and commanders.

It was not clear whether the stations relay internet traffic to the Ukrainian military. Russia’s embassy in Poland did not immediately respond to a request for comment.

A first attack on an oil refinery southeast of Moscow took place Thursday. It was followed on Sunday by a drone assault on St. Petersburg which set ablaze a large oil terminal, according to St. Petersburg’s governor and a Ukrainian drone company that said its weapons were used in the strike.
