香港改造后的黄岐港口周日处理了超过15.2万人次的通关，由于对新通关程序不熟悉、客流激增以及电脑系统重启，部分旅客在拥堵中等待长达两小时，立法会议员将拥堵原因归结于此。
Hong Kong’s revamped Huanggang Port handled more than 152,000 crossings on Sunday, with some travellers waiting up to two hours amid congestion that lawmakers attributed to unfamiliarity with new clearance procedures, a surge in traffic and computer system reboots.
入境处数据显示，该港口当天处理通关人次为152,068人次，这是自10月12日开放以来的最高日均总量。其中包括出境77,166人次和入境74,902人次。
Immigration Department figures showed the port handled 152,068 crossings, the highest daily total since it opened on October 12. These comprised 77,166 outbound trips and 74,902 inbound journeys.
香港居民占133,265人次，而内地访客则为16,832人次。
Hongkongers accounted for 133,265 crossings, while mainland visitors made 16,832 trips.
该设施日均设计处理能力为30万人次和1.5万辆车，初期预计日均客流量将在10万至20万人次之间。
The facility is designed to handle up to 300,000 travellers and 15,000 vehicles a day, with daily passenger numbers initially expected to range from 100,000 to 200,000.
随着重阳节假期带动周末跨境旅客激增，保安局在周日下午通过其“便捷过境”门户网站对黄岐发布了“繁忙”提示，警告通关时间可能长达45分钟。然而，部分内地访客却反映排队等候时间长达两小时。
As the Chung Yeung Festival break fuelled a surge in cross-border travel over the weekend, the Security Bureau issued a “busy” advisory for Huanggang on its “Easy Boundary” portal on Sunday afternoon, warning that clearance could take up to 45 minutes. Some mainland visitors, however, reported queuing for as long as two hours.
立法会交通事务委员会主席、立法会议员陈汉彬表示，旅客对新“联合查验、一次放行”通关模式不熟悉是导致拥堵的主要原因，而有些人甚至未提前登记就尝试使用自动通道。
Lawmaker Ben Chan Han-pan, chairman of the Legislative Council’s transport panel, said travellers’ unfamiliarity with the new “collaborative inspection and joint immigration clearance” model was the main cause of congestion, while some had tried to use the automated channels without registering beforehand.
他补充称，周日客流量的突然激增也使检查站不堪重负。陈汉彬还表示，入境柜台的电脑系统在长时间运行后出现变慢，需要重启，这进一步拉长了排队时间。
He added the sudden surge in passenger numbers on Sunday had also overwhelmed the control point Chan also said computer systems at the immigration counters had slowed after running for extended periods and needed to be rebooted, further lengthening queues.
政府之前曾估计，新模式可将过境通关时间从半小时缩短至五分钟。该模式允许旅客只需出示一份身份证件，通过设有三个闸门的自动通道完成通关。
The government previously estimated that the new model could cut border clearance times from half an hour to five minutes. It allows travellers to complete clearance by presenting a single identity document and passing through an automated channel with three gates.
立法者钟浩凤周一在广播节目上表示，由于重阳节高峰期间跨境旅客人数众多，新重新开放的口岸周末出现长队是不可避免的。
Speaking on a radio programme on Monday, lawmaker Chong Ho-fung said long queues at the newly reopened port over the weekend were inevitable given the large number of travellers crossing the border during the Chung Yeung Festival peak.
他补充说，周日上午10点至下午2点，超过4万人经皇岗口岸过境，平均每小时超过1万人，即使每名乘客仅需一分钟完成通关，排队也很容易导致等待一小时。
He added that more than 40,000 people crossed at Huanggang between 10am and 2pm on Sunday, averaging more than 10,000 an hour, and even with each passenger taking just a minute to complete clearance, queues could easily result in an hour-long wait.
“政府的预测和我自己的预测都预料到会出现这种情况。这是一个在预料之内的混乱局面，”钟说。
“The government’s projections and my own both forecast this would happen. It is a chaotic situation that was within expectations,” Chong said.
他敦促当局加大对新设“联合通关”自动通道注册程序和资格要求的宣传力度。
He urged authorities to step up publicity about registration procedures and eligibility requirements for the new “joint clearance” automated channels.
七岁以下儿童不能使用自动通道，必须由父母陪同前往人工柜台完成通关。七岁至17岁的人士，在父母为其注册后，即可使用“联合通关”通道。
Children under seven cannot use the automated channels and must be accompanied by their parents to staffed counters to complete clearance. Those aged seven to 17 can use the “joint clearance” channels once their parents have registered them.
钟表示，更清晰的信息有助于避免带着年幼儿童的家庭排到队首才发现不符合资格，不得不移至人工柜台，从而增加通关时间。
Chong said clearer information would help prevent families with young children from reaching the front of the queue only to discover they were ineligible and had to move to staffed counters, adding to their clearance time.
“乘客无法完成通关的原因太多，现场工作人员可能无法立即确定确切原因，导致混乱局面，”他说。
“There were too many different reasons why a passenger could not complete clearance, and staff on the ground may not be able to identify the exact reason immediately, causing a chaotic situation,” he said.
他还建议增设更多供外国旅客和香港居民共用的通关车道，以加快通关进程。
He also suggested designating more clearance lanes for use by both foreign travellers and Hong Kong residents to speed up the process.
钟表示，他还观察到周日“联合一站式”车辆通关车道出现系统重启，原因是香港与深圳数据不匹配。
Chong said he had also observed system reboots on Sunday in the “joint one-stop” vehicle clearance lane because of mismatches between Hong Kong and Shenzhen data.
但他表示，拥堵不太可能持续，因为一旦更多旅客正确完成注册，通关应会变得更顺畅。
But he said the congestion was unlikely to persist, as clearance should become smoother once more travellers had registered properly.
