He spent five years in Kabul covering the Afghanistan war, five years as Defence Correspondent in London, and four years in Islamabad 3:54pm BST The United States has urged citizens to reconsider travel to Kenya, raising its travel alert level after the country reported an eighth case of Ebola.

The East African nation has recorded a rash of cases linked to a Kenyan businessman who died after travelling from Democratic Republic of Congo (DRC).

“The level was changed from Level 2 to Level 3 due to health risks,” the US embassy in Kenya said, a day after the State Department issued renewed travel advice for its citizens.

“Reconsider travel in Kenya due to risk of health, crime, kidnapping, terrorism, unrest and traffic safety. Some areas have increased risk,” it said.

The alert came as Kenyan doctors leaders demanded better protective equipment against the highly infectious virus.

Three of the confirmed Ebola cases are reported to be health staff who cared for the businessman and the others are thought to be relatives who visited him.

Ebola screening measures have been set up in Busia, on the Kenya-Uganda border Health unions have said staff should not be forced to put their lives at risk because of inadequate protective gear and have also raised concerns of short-staffing and a lack of preparedness in hospitals.

The Ebola virus is transmitted through contact with bodily fluids such as vomit, blood and saliva, and health workers or close relatives tending to the sick are particularly prone to getting infected themselves.

Dr Ibrahim Matende, president of the Kenya Medical Association, said: “Every healthcare worker deserves a safe working environment and timely access to the highest standard of care.”The cases in Kenya have also raised questions about biosecurity and surveillance in the region after the index case – a Kenyan national living in eastern DRC – took flights and crossed international borders despite apparently becoming increasingly ill and showing Ebola-like symptoms.

The businessman had been unwell for two weeks when on October 1 he boarded a domestic flight from Kisangani to Beni, before continuing his journey to Kasindi, a busy border town.

Both Beni and Kasindi are in North Kivu, which has in recent weeks become one of the outbreak’s main hotspots.

Crossing over into Uganda, he then travelled by road to the capital, Kampala, and then Entebbe International Airport, where he boarded a flight to Nairobi on October 3. Uganda has not reported any cases so far.

A relative collected him and drove him to the private Nairobi Hospital, while he was suffering with fever, chills, muscle pain, a sore throat and bleeding.

The sanitisation point for travellers to wash their hands before entering Kenya immigration services Meanwhile, Africa’s top public health agency and Congolese officials have raised concerns that over $700 million in Ebola aid is unaccounted for, and called on aid groups to provide more information about their finances, Associated Press reported.

Dr Jean Kaseya, director general of the Africa Centres for Disease Control and Prevention, said last week that international donors had transferred close to a billion dollars to aid organisations in eastern DRC since the outbreak was declared in mid-May. But only $200 million has been accounted for by international and local organisations working on the ground.

Only one-third of the organisations attended a recent meeting organised by Congo’s health ministry and provided their financial records, Dr Kaseya said.

Those attending said they received $228 million, of which $127 million had been spent and around $100 million remained available. Dr Kaseya did not identify which organisations had not provided their records.

“This represents a significant lack of transparency and financial reporting on the part of these organisations, preventing the Government from having a comprehensive overview of the resources mobilised, how they were utilised and the results achieved,” the Africa CDC said.

“It is unacceptable for organisations to receive hundreds of millions of dollars to intervene in a country facing a major health emergency without providing a transparent account to the national authorities responsible for coordinating the response.
